Can i still get a mortgage if i'm self employed? Have the rules changed recently?

Yes you can. You may be referring to the Mortgage Market Review which included a recommendation that Self Certification mortgages are banned – these are commonly associated with the self employed as no proof of income is required. However, if you have 2 years accounts (minimum) then you should be able to obtain a mortgage like anybody else.
